Where can I get my car fixed?

I have a 2005 Honda Civic and I had it for 2 years already. Im still making payments on the loan I took out for the car. About $12,000. I have about $8,500 left on the loan. Its practically still brand new. In Feb. it will be a year since I got in a accident and I still havent got my car fixed. I currently dont have insurance anymore so I cant pay a deductible. Also, I cant get any insurance because my car isnt in good condition. There is a gap between my bumper and my hood. My hood is raised slightly off the hinges and my bumper is only attatched on one side. My headlights are not broken. I got a quote and its like $4000 bucks. I need to go somewhere that will let me do a payment plan because I dont have that kind of money. Do you know of any PROFESSIONAL auto repair places and if not what do you suggests? By the way, i live in Sacramento, CA if that helps.
