Verify Vehicle Ownership in California?

I have a Auto Repair Facility in California and currently we started to ask people for verification that they are the Registered Owner of the vehicle. I was reading up on the DPPA and it says that they will not release information on the ownership of a vehicle (understandable); however, It also says:

“(A) to verify the accuracy of personal information submitted by the individual to the business or its agents, employees, or contractors; and

(B) if such information as so submitted is not correct or is no longer correct, to obtain the correct information, but only for the purposes of preventing fraud by, pursuing legal remedies against, or recovering on a debt or security interest against, the individual.

How can our business “verify” information submitted by our clients… Is there some kind of program that the Ca DMV supports for this (legally)?

Well, you can fill out a form, and send a fee in for each one, which takes 2 – 3 weeks to get back.

Or, you can do a “good faith” approximation, by requiring the customer to show you a copy of their registration and insurance cards – which you can match up to the vin number in the car. MUCH easier, cheaper, and faster.
