How do you sue crooked auto repair owners?

This crook worked on my car and a day after he worked on my car the car still cut off. I paid this dude 265.00 on my car and my car still isn’t fix. I also feel I was over charged. I paid for a test to see why my car wasn’t starting. He said it was a burned out innighter burned. The car is still doing the same thing I feel as if I was robbed. And I want to sue this dude I wonder is it a race thing because I’m black and he is latin and blacks and mexicans have tension here in Los Angeles. I’m cool with everybody but I don’t know about this dude. When I was there he was talking to one of his workers in spanish maybe they were plotting something. I want to sue dude do anybody know which type of lawyer to contact for a case like this? Or small claims court?
