Does anyone know of any Kansas laws regarding auto repair quotes?

Ihave a car in the shop now and the owner seems to b unable to give me an estimate on how much it will b to repair. He gave me an estimate in the beginning for a misdiagnosed problem. Now that they know what the real problem is, i cannot seem to get a quote out of them?
They have had my car for over 3 weeks. They have already started work on it by fixing what they initially thought was the problem. They gave me an estimate of THAT work. But, not that its the engine, they cant give me an estimate of THIS work

I live in KS. Take your car to another shop. Any shop owner that can not give a written estimate will never ever get my business. It sounds like he is looking to take your for a ride.
