Can an auto body repair man fix a small patch of rust on a car without repainting the whole panel?

I have a little bubbly spot of rust on my car and it is starting to get bigger. I want it gone. No i don’t want to use the do it yourself paints that you buy at the store.

sure he can but if you have a bubble you probably have more rust than the size of the bubble. Get some estimates, Need to take it to someone who has good experience at blending paint. How about sanding it down and put one of those bullet hole stickers on it.
