By TOM PALMER THE LEDGER LAKELAND | Owners of 165 underground gas storage tanks at 51 sites around Polk County have failed to upgrade the tanks as required by a 1983 state law, according to state officials. The law, one of the first in the nation, was designed to reduce the risk of groundwater contamination.
